Celo Learning is led by Kathleen O’Halloran, an educator and executive leader whose career brings together two decades of organizational leadership and public service with nearly a decade of direct experience in education — building organizations and opportunities at the systems level while working directly with young people at the individual level.
Through Celo Learning, Kathleen helps young people identify what is possible for their lives and develop the skills, confidence, relationships, resources, and individualized plans to get there.
Her work has included Arts and STEAM education, specialized education, SMMUSD’s Project-Based Learning Pathway, MBUSD’s MWell Program, student wellness, social-emotional development, and individualized transition planning. Across these settings, she has worked directly with students and families while collaborating with educators, school systems, service providers, and community partners to identify needs, build supports, and create pathways toward greater independence.
In addition to direct student and family services, Celo Learning provides consultation, educational programming, professional and community education, and partnership development for educators, organizations, and community stakeholders.
Our goal extends beyond helping a young person reach the next milestone. We work to strengthen the individual and community systems that support self-determination, successful transitions to adulthood, post-secondary outcomes, independence, and lifelong quality of life.
Services are referral-based. We welcome inquiries from families, educators, professionals, organizations, and community partners interested in individualized support, consultation, educational programming, and collaborative initiatives.

Kathleen began her career in nonprofit management, advancing through progressively responsible leadership and executive roles from 2005 – 2015. Her work included organizational growth, program development, fundraising, external affairs, community partnerships, and building resources and opportunities designed to improve quality of life. Kathleen later brought that leadership experience directly into public education. After completing California credential requirements while serving students at WISH Charter School in Westchester, she continued her work with Culver City Unified School District and subsequently expanded her practice across Los Angeles County.
Her contributions to the nonprofit sector have continued to date through transformative board and volunteer leadership, philanthropy, and independent consulting for select 501(c) organizations.
